On Monday, the spotlight shone on a dramatic revelation by Nebraska State Auditor Mike Foley, revealing allegations against Bobbie Meints, the former executive director of Five Rivers Resource Conservation & Development.
Between 2020 and 2023, Five Rivers was generously endowed with $310,768.12 in funding. Now, here's where it gets interesting – Foley dropped a bombshell by disclosing that a whopping 91% of this treasure chest hailed from state agencies, with the Nebraska Department of Agriculture leading the charge.
But wait, there's more to this intriguing saga.
Over five years, Meints was revealed to have orchestrated a financial manoeuvre to around $220,000. This impressive sum was diverted from Five Rivers' coffers to an unexpected recipient – Arley's LLC, a charming food truck in Steinauer's quaint town.
And hold onto your seats because Arley's LLC is owned by none other than Meints' husband, adding a dash of family intrigue to this unfolding drama.

Hold onto your hats because there's even more to this electrifying saga. Foley dropped another bombshell, revealing that Meints had a knack for gifting herself with what he termed as "questionable payroll and expense reimbursement payments."
But the plot thickens. The tantalizing information unearthed by the state auditor's investigation isn't just fading into obscurity. Instead, it's being handed over to the Attorney General's Office, setting the stage for an even deeper delve into the mysteries that shroud this case.
In Foley's own words, "What occurred at Five Rivers RC&D is a prime example of how public monies are placed at serious risk of misuse when a governing board of directors is inattentive to the day-to-day operations of a director under its control.
“It’s a sobering reminder of the perils of neglecting oversight.
What's more, Foley didn't mince words when he expressed his dismay, stating, "Even more disturbing, no effort seems to have been made by the governmental bodies that provided most of Five Rivers RC&D's funding to ensure that those taxpayer dollars were being spent and accounted for appropriately."
